Dare County officials on Wednesday morning ordered the evacuation of visitors on Hatteras Island. Officials worry that high waves could wash over N.C. The National Hurricane Center in Miami said that Hurricane Earl has strengthened into a Category 2 hurricane. Forecasters say it could strengthen into a Category 3 hurricane as soon as Monday, probably while east of Puerto Rico. (Aug. 29)
